New agency for social and health licences launching in new year
Approval of social service and healthcare professional licences is moving to the new Finnish Supervisory Agency.
From 1 Jan. 2026, the new Finnish Supervisory Agency will handle all social service and healthcare professional licence applications. That is when Valvira, the National Supervisory Authority for Welfare and Health, will close.
The change affects applicants who have trained both in Finland and abroad. Applications made to Valvira this year will be automatically transferred to the Finnish Supervisory Agency: applicants do not need to do anything.
Professional licences issued by Valvira will remain in force, even though Valvira is ceasing to exist. The holder of a valid social service or healthcare professional licence does not need to take any action.

People who have trained in Finland can continue to apply online for social services and healthcare professional licences. Valvira’s online services will become the Finnish Supervisory Agency’s online services at the turn of 2025 and 2026.
The web address will also change then, as will its appearance, to match the new Finnish Supervisory Agency’s visual identity. The new web address will be confirmed later, and the old web address will redirect automatically to the new one.
The change will cause service outages at the turn of the year, the exact dates of which will be posted later. In a press release, Valvira says that applicants should not submit paper applications instead of online applications during service outages, as they are processed more slowly.
