Entrepeneur’s checklist of changes at the start of the new year

New year, new rules. Use this document to make sure you’re up to date with the changes that have come into effect at the start of the new year.

Taxes, payments and fringe benefits. When the year changes there are always small changes that employers and entrepreneurs should be aware of. We’ve gathered the most important changes and links to important information.

The biggest change is the switch to the income register. Salary information is no longer filed separately each year, and employers will report salary information to a centralized income register for the needs of the authorities. This means that reporting of salary information will be automated and data processing will become faster. Information will be reported to the income register electronically. Information can only be filed on paper if there is a special reason for doing so.

The day for reporting salary information to the income register is, as a rule, five days after the salary payment day.

It is possible to report only the obligatory information to the income register, in accordance with the minimum requirements. It may be appropriate, however, for the employer to provide as much information as possible when paying employees salary, because it could make clarifying matters afterwards easier. Each employer decides on how much information to file with the income register and on how it affects his or her day-to-day work.

There are proposals for cutting income tax by a total of €130 m. The tax cut would be carried out by raising the basic tax relief, work income tax relief and pension income tax relief. In addition, an index correction would be made to the income tax base at all income levels, and it would be the same size as the rise in earned income.  When the changes to employee payments decided on for 2019 are taken into account, it is estimated that the taxation level for salaries will remain around the same.
